DBMS JOB is a job scheduler package. Users on Oracle 10g may have advantage to use the new DBMS_SCHEDULER package. Apart from scheduling the execution of a job they do not fit the same needs.
Note: starting with version 19c, you need the CREATE JOB privilege to use the DBMS_JOB package.

Goal
How to delete a database target from the console in Enterprise Manager 12c or 13c Cloud Control:
Deleting a database target from the console in Enterprise Manager Cloud Control, does not actually delete the database itself. It just removes the database target from the Cloud Control Console, which means that this particular database will no longer be a target managed by Cloud Control. There are reasons why a database needs to be removed (deleted) from Cloud Control. For example, if the name (as displayed in the Cloud Control Console) needs to be changed. Or if the actual database itself has been removed, and is no longer a valid target. Please note that when a database target is deleted from Cloud Control, all the historical metric values and job history associated with that target are also deleted. So this should only be performed, if job history and metric history is not needed.
